The police system in Bosnia and Herzegovina is legally and organizationally established within the framework of constitutional solutions as part of the security community that operates in positions of territorial stability through an integrated system of decentralized and centralized management and governance. Although at first glance this form of combination is impossible, the system of coordination and subordination establishes mechanisms by which the police ensure functional and efficient operation at all operational levels. Police resources are able to recognize and detect all security risks and challenges, even in the most complex security situations.
The traditional model is still present in some police organizations, however, the needs of a modern democratic society initiate the development of the police system in the direction of strengthening and affirming the internal form, functionality and efficiency in performing the set tasks and goals. The development of the police system is an inevitable process that is in itself necessary in times of complex security challenges such as terrorism, organized crime, migrant crisis, protection of people and material goods from natural and other disasters, police action in a pandemic caused by COVID-19 virus, etc.
The development process of the police is also important in order to establish modern crime prevention strategies and a more transparent relationship with the community, which primarily refers to the establishment of a model of community policing and a new (preventive) approach to policing with a safer environment through citizens through service delivery model. that is, police affairs that deviate from traditional approaches.
